Anotherproblemisthatthecost-cuttingapproachhindersinnovationanddiscouragescreativepeople.AsAbernathy’sstudyofautomobilemanufacturershasshown,anindustrycaneasilybecomeprisonerofitsowninvestmentsincost-cuttingtechniques,reducingitsabilitytodevelopnewproducts.Andmanagersunderpressuretomaximizecost-cuttingwillresistinnovationbecausetheyknowthatmorefundamentalchangesinprocessesorsystemswillwreakhavocwiththeresultsonwhichtheyaremeasured.Productionmanagershavealwaysseentheirjobasoneofminimizingcostsandmaximizingoutput.Thisdimensionofperformancehasuntilrecentlysufficedasabasisofevaluation,butithascreatedapenny-pinching,mechanisticcultureinmostfactoriesthathaskeptawaycreativemanagers.   EverycompanyIknowthathasfreeditselffromtheparadoxhasdoneso,inpart,bydevelopingandimplementingamanufacturingstrategy.Suchastrategyfocusesonthemanufacturingstructureandonequipmentandprocesstechnology.Inonecompanyamanufacturingstrategythatalloweddifferentareasofthefactorytospecializeindifferentmarketsreplacedtheconventionalcost-cuttingapproach;withinthreeyearsthecompanyregaineditscompetitiveadvantage.Togetherwithsuchstrategies,successfulcompaniesarealsoencouragingmanagerstofocusonawidersetofobjectivesbesidescuttingcosts.Thereishopeformanufacturing,butitdearlyrestsoiladifferentwayofmanaging.
