Suchargumentsareunlikelytomakemuchheadwayagainsthostilitytowardsimmigrantsinrichcountries.Furyagainstforeignersisusuallybasedontwo(mutuallyincompatible)notions:thatbecausesomanymigrantsclaimwelfaretheyareadrainonthepublicpurse;andthatbecausetheyarepreparedtoworkharderforlesspaytheywilldepressthewagesofthoseatthebottomofthepile.Thefirstisusuallynottrue(inBritain,forinstance,immigrantsclaimbenefitslessthanindigenouspeopledo),andthesecondishardtoestablisheitherway.Somestudiesdoindeedsuggestthatcompetitionfromunskilledimmigrantsdepressesthewagesofunskilledlocals.Butothersfindthiseffecttobesmallornon-existent. Norisitpossibletoestablishtheimpactofmigrationonoverallgrowth.Thesumsaresimplytoodifficult.Yettherearegoodreasonsforbelievingthatitislikelytobepositive.Migrantstendtobehard-workingandinnovative.Thatspursproductivityandcompanyformation.ArecentstudycarriedoutbyDukeUniversityshowedthat,whileimmigrantsmakeupaneighthofAmerica’spopulation,theyfoundedaquarterofthecountry’stechnologyandengineeringfirms.And,bylinkingtheWestwithemergingmarkets,Diasporashelprichcountriestoplugintofast-growingeconomies.
